You may want to appeal if you've been denied financial assistance, or if you think the amount you're receiving is too low. 

A shelter is a free place to sleep if you have nowhere else to go.

To move out, you'll need to figure out what you can afford, who you want to live with, find a place, and know your rights as a tenant.
