There are different types of refugees, but they are generally eligible for public services. However, they can't vote.

Convention refugee students and all protected persons in Canada can apply for the Ontario Student Assistance Program (OSAP).

You'll need to talk to a settlement worker, gather your documents, and pay a fee to apply for an open work permit as a refugee claimant.
