"Under Special Circumstances"?

Hello, I am 16 years old and my home life is not well. There is lots of neglect and no support for my various mental illnesses. Both me and my social worker think that I would be better off living on my own but I do not have the finatial support to do so. I am a full time student with a part time job making $10.55 an hour, but that is obviously not enough to live off of. Whenever I do research on if I am eligable for social assistance (money) it always says something like: If you are 16 or 17 you may be eligable "under certain circumstances" I was wondering what that means? Like how bad does my life have to be? Would I be eligable?
